Federal Judicial Building Modernization Projects
The General Services Administration (GSA) National Capital Region is tasked with meeting the ongoing maintenance needs of public buildings in the nation's capital, including facilities with unusual structural features and many requiring strict historic preservation. Parsons Brinckerhoff, in joint venture, was retained to provide construction quality management services during the pre-design, design, procurement and construction phases of numerous projects within the Region.

Our responsibilities during a 5-year contract included construction engineering, design oversight, constructibility reviews, project administration and accounting, subconsultant management, and post-construction claims assistance. Work involved site investigations for potential GSA developments; repairs/renovations to building interiors, including floors, walls, ceilings, signs and ductwork; repairing/rehabilitating building exteriors, including roofs, facades and windows; and upgrading/installing building systems, including elevators, fire detection/alarms, sprinklers, air conditioning and drinking water. Specific tasks for judicial facilities included in this effort included:
• U.S. Courthouse Building: installing a new sprinkler system, upgrading the building’s elevators, and replacing fibrous wall tiles
• U.S. Tax Court Building: constructing a new grade level exit and installing a new cooling tower and chiller
• U.S. Court of Military Appeals Building: upgrading the HVAC system and installing new ductwork
• Judiciary Square Courthouse: miscellaneous exterior building repairs

Parsons Brinckerhoff offers comprehensive planning, design and construction-phase services in support of judicial facilities including courthouses, detention centers, police stations, correctional facilities, and office buildings for criminal justice operations. Parsons Brinckerhoff can provide services during all phases of the development of judicial facilities, from planning and conceptual design through commissioning. Parsons Brinckerhoff’s involvement often begins with condition assessments that provide clients with guidance on the development of new or expanded judicial facilities. During project implementation, Parsons Brinckerhoff supports clients with project management services - including cost estimating, scheduling and procurement - as well as structural, mechanical and electrical engineering and a full range of construction management services.
