Building the Education Revolution

Queensland, Australia

Client: Queensland Department of Education

Parsons Brinckerhoff Role: Project Management and Construction Management

Building the Education Revolution
The Australian Government’s Building the Education Revolution (BER) program is an AU$16.4 billion investment that provides world-class educational facilities, through new infrastructure and refurbishments, to all eligible Australian schools.

Parsons Brinckerhoff was engaged to provide project and construction management services for the BER, which comprises three separate allocations of funding and is accompanied by the State Schools of Tomorrow program funded by the Queensland Government.

Parsons Brinckerhoff is currently serving as project manager for eight schools in round one and eight schools in round three of the BER, incorporating 48 separate project budgets totaling $34.5 million. To date, three schools have reached practical completion with final completion expected by August 31, 2012.

A particularly complex and challenging project was located in the Indigenous community of Woorabinda. Not only was this a remote and culturally sensitive location, but the project was complicated by its combination of funding packages from state and federal governments, causing approval delays. An extended consultation process was undertaken with all stakeholders, including community elders, to achieve an innovatively designed building. Parsons Brinckerhoff overcame many setbacks during the construction phase, including an unusually long and severe wet season. Parsons Brinckerhoff communicated effectively with all stakeholders and maintained a high level of quality and safety awareness while managing various tasks.
