Bengalla Coal Mine a 5.4Mt/a open cut coal mine, near Muswellbrook in the Upper Hunter Valley of New South Wales, began operations in 1999. Since that time it has produced coal for both domestic use and export. The mine is owned and managed by a joint venture with interests held by Coal & Allied Industries Limited (a Rio Tinto Group Company), Wesfarmers, Taipower and Mitsui.

Parsons Brinckerhoff was engaged to support Bengalla Mining Company to support with the ROM Hopper relocation project, involving the construction of a new ROM hopper, a raw coal conveyor, upgrade of crushing and stacking infrastructure, and decommissioning of the former ROM hopper and conveyor.

Initial deliverables included the civil feasibility, which led to detailed civil design, construction management, tender and contract administration and project controls for the civil, structural, mechanical and electrical works.

Specific project elements included:
• Project management, including progress reporting and commercial administration support.
• Engineering, including infrastructure engineering and design for haul roads, ROM stockpiles and conveyor slot; site design and geotechnical investigations; technical tender assistance, evaluation and selection during construction.
• Contract and procurement management, including tender preparation; management and assessment and contract negotiations.
• Construction management, including coordination of all work on the site within the defined scope; monitoring contractors’ progress and financial reporting.

As a result of Parsons Brinckerhoff’s involvement, the following outcomes were achieved:
• 750m of new haul roads
• 40,000 t ROM stockpile
• 800t ROM hopper
• Infrastructure upgrades including: chutes, roller screen, stacking conveyors and raw coal stacker increasing throughput from 1,800t/h to 2,100t/h
• Decommissioning of the redundant 400t ROM hopper and overland conveyor
