The Connect Plus consortium is delivering a 30-year asset renewal program for the M25, A282 Dartford Crossing and key arterial routes serving London.

As part of the Highways Agency’s $10.4 billion (£6.2 billion) wider Design, Build, Finance and Operate (DBFO) program, the renewal activity will ensure journey time reliability and safety standards are maintained.

In its fourth year, the consortium delivered its most challenging project: the widening of the M25 between junctions 16 and 23 and between junctions 27 and 30 in time for the London 2012 Olympic and Paralympic Games. These vital works were completed ahead of program and with appreciable cost savings.

In addition, within the program, we developed innovative strategies for fast pavement replacement and have also delivered simulation models to analyze different operational scenarios for the proposed free-flow charging system at the Dartford Crossing.

Parsons Brinckerhoff is a leading provider of operations and maintenance (O&M) services for a wide range of infrastructure assets worldwide, including transportation systems, power plants, and buildings and facilities. Our O&M projects range from maintenance of roadway networks for the Highways Agency in the UK, to energy management for major buildings in Asia, to management of large-scale building condition assessment programs in the U.S. We developed condition assessment survey procedures and created deficiency-standards handbooks for one of the largest facility survey programs ever conducted by the U.S. government, involving 10,000 buildings as well as structures and equipment.
