New York, New York, USA

Client: New York City School Construction Authority and NYC Department of Education Division of School Facilities

WSP | Parsons Brinckerhoff Role: Program Manager for Inspections

 Show Project Details

The objective of the New York City School Construction Authority (NYC-SCA) and the Department of Education’s Division of School Facilities is to provide a baseline building condition assessment survey (BCAS) for over 1,500 school facilities throughout the city. The system includes school buildings, administrative buildings, leased facilities, annexes, mini schools and temporary buildings.

Parsons Brinckerhoff, in joint venture, is performing condition assessments, providing project management and database development in its fourth consecutive contract with the NYC-SCA. The project includes the inspection of over 1,500 facilities covering approximately 130 million square feet (12,077,395 square meters) of space. Systems inspected include exterior facades; roofs; interiors; structures; electrical; HVAC, plumbing and fire/life safety; vertical transportation; site and utilities. We also provide reporting and cost estimating.

To develop the highest quality data, we train architects and engineers in our inspection methodology and the use of handheld computers to record findings. Field information is stored in an informational database from which we can generate reports for quality assurance/quality control and client review. We also provide scheduling for the project, including notification to and communication with school principals, custodians, plant managers and district superintendents. Our lead staff has expertise in reviewing historical data and conducting trend analysis as part of the final executive report.

The BCAS data fulfills state law requirements for inspections, and since 1997 the data has formed the basis of capital planning over several multi-billion dollar programs.

About Operations & Maintenance

WSP | Parsons Brinckerhoff is a leading provider of operations and maintenance (O&M) services for a wide range of infrastructure assets worldwide, including transportation systems, power plants, and buildings and facilities. Our O&M services are enhanced by more than a century of experience in the planning, design, and construction of all major forms of infrastructure. Our understanding of how an infrastructure asset changes over its life cycle—whether it is a highway, bridge, tunnel, transit system, building, or power station—provides a critical perspective in developing an effective O&M program that will promote safety and efficiency, and reduce long-term operating costs.

Our services include management of condition assessment and inspection programs; maintenance management and training; development of facility management and maintenance programs; and energy management. Our O&M projects range from maintenance of roadway networks for the Highways Agency in the UK, to energy management for major buildings in Asia, to management of large-scale building condition assessment programs in the U.S. We developed condition assessment survey procedures and created deficiency-standards handbooks for one of the largest facility survey programs ever conducted by the U.S. government, involving 10,000 buildings as well as structures and equipment.

Whether provided as stand-alone services, or part of a suite of services supporting project delivery and operation, WSP | Parsons Brinckerhoff’s O&M services assist clients in protecting vital—and expensive—infrastructure assets and extending their operational life.
