Opened in 1972, the 1.1-mile (1.8-kilometer), twin steel immersed tube tunnel was originally designed by Parsons Brinckerhoff. It was the first harbor crossing in Hong Kong, and continues to be the busiest of the three road tunnel crossings, linking Hong Kong Island and Kowloon. Over 130,000 vehicles use the tunnel every day. In 1999, the Highways Department commissioned Parsons Brinckerhoff to undertake a condition survey to identify any necessary repairs and improvements to meet current engineering standards and statutory requirements, and to prepare maintenance procedures to ensure the quality of future inspection and routine maintenance of the tunnel. Parsons Brinckerhoff’s scope of work was all-encompassing, and included all civil and structural elements, tunnel ventilation, power supply, fire protection, traffic control and surveillance, toll collection, and building services systems.

Under a separate contract, Parsons Brinckerhoff was commissioned by the Civil Engineering Department to conduct a detailed survey and assessment of the immersed tube tunnel’s concrete lining.

Our O&M projects range from maintenance of roadway networks for the Highways Agency in the UK, to energy management for major buildings in Asia, to management of large-scale building condition assessment programs in the U.S. We developed condition assessment survey procedures and created deficiency-standards handbooks for one of the largest facility survey programs ever conducted by the U.S. government, involving 10,000 buildings as well as structures and equipment.
