Florida’s Turnpike Enterprise, a statewide system of tolled highways, relies heavily on consultant support to implement its $1.2 billion highway construction program. Turnpike facilities include 487 bridges, vehicle and equipment maintenance facilities, 180 buildings, and 20 toll plazas. The program includes approximately $200 million of new construction and rehabilitation projects each year for the Turnpike’s 460-mile (740-kilometer) toll road system.
Parsons Brinckerhoff serves as construction and materials engineering management consultant (CMEMC) for the program, acting as an extension of the client’s staff. Parsons Brinckerhoff manages all Turnpike construction projects on a task-order basis. The construction program includes new construction and rehabilitation work on roadways, toll facilities, bridges, interchanges, median barriers, and drainage structures; environmental protection measures; and signage and roadway lighting.
The program also involves construction management of independent Turnpike expansion projects in West, Central, and South Florida. Parsons Brinckerhoff’s responsibilities include construction contract management and administration, constructibility reviews, value engineering, scheduling, claims analysis, document control, materials testing in laboratories and in the field, geotechnical field and design services, and public information services. Parsons Brinckerhoff staff members are fully integrated into the client organization at all levels, from administrative assistants to engineers and managers.
Parsons Brinckerhoff has completed three multi-year contracts in support of the Turnpike’s capital improvement program, beginning in 1992. The firm is currently providing CMEMC services under a fourth contract, ending in 2014.
