Logan International Airport Consolidated Car Rental Facility
Currently, eight rental car agencies serve Boston’s Logan Airport. Seven are located on-airport and one operates on Route 1A north of the airport. Each agency operates its own diesel-fueled shuttle bus fleet that runs between all terminals and their respective on- or off-airport facilities. The rental car companies have voiced repeated concerns over their ability to maintain a high level of customer service within their existing severely constrained facilities.

To better serve the traveling public, the rental car companies and their employees, and to reduce ground transportation and air quality impacts, Massport wants to construct a consolidated rental car facility (ConRAC) and commercial parking garage. Parsons Brinckerhoff is supporting this endeavor with planning, design and construction phase services. The four-level, 1.2-million-square-foot (111,500-square-meter) garage would consolidate all airport rental car companies—with a total of 3,100 spaces. It will also house a customer service center building; quick-turnaround facilities for light maintenance, fueling and washing; and vehicle storage and ground transportation facilities to accommodate taxis, buses, and limousines.

Consolidating rental car operations and airport commercial parking on-airport is consistent with Massport’s long-established goal of reducing airport-related off-airport activities, as well as the number of circulating rental car shuttle buses on airport roads. The project will also consolidate the rental car shuttle bus fleet, reduce terminal curbside congestion, reduce airport-related traffic on off-airport roadways, reduce greenhouse gas emissions, include sustainable design principles, and comply with the Leadership in Energy and Environmental Design (LEED®) Green Building Rating System to achieve a LEED Silver rating. Parsons Brinckerhoff’s services began in 2008 and are scheduled for completion in 2014.
