Shuweihat Independent Water and Power Project
The Shuweihat Independent Water and Power Project is the largest plant of its type and includes a combined-cycle power plant, a desalination plant, power substations and a water-pumping station.

Parsons Brinckerhoff served as technical consultant during development and as owner’s engineer during construction. Developed and owned by Shuweihat CMS International Power Company (SCIPCO), the project supplies power and water to the fast-growing Abu Dhabi Water and Electricity Company.

A key contribution to the project was the work of Parsons Brinckerhoff’s Paul Willson and George Atkinson, who developed the first significant change to the multi-stage flash desalination process since its invention in 1957. Their innovation reduces fuel consumption by capturing and recycling heat from the hot condensate from the seawater heater back into the distiller—allowing steam generator stack losses to be minimized, reducing steam consumption, fuel usage and carbon dioxide emissions.

The project schedule was threatened by a 118-day delay in a critical power line connection that was outside the scope of the Shuweihat project. “Although the plant faced several serious delays and other challenges during its implementation, it was completed very close to the original contract schedule,” wrote Dave Price, Executive Managing Director of client SCIPCO in a letter to PB. “SCIPCO believes that this is due in part to the timely and diligent design reviews and field inspections completed by Parsons Brinckerhoff.”
