Parsons Brinckerhoff developed a guide for mainstreaming system operations and management (SO&M) in state departments of transportation by identifying and capitalizing on best practices that cut across all congestion management strategy applications. A capability maturity framework is provided relating to the four key dimensions of institutional architecture:
• Culture and leadership
• Organization and staffing
The framework establishes criteria for three levels of these institutional features that are increasingly supportive of effective systems operations and management. It then provides a set of strategies to guide the agency through incremental changes designed to support more effective systems management and operations. The guidance volume is designed to permit transportation agencies to self-evaluate their current state of play regarding non-recurring congestion events and their related systems operations and management.
