AC Transit State of Good Repair
AC Transit, which provides bus service to 200,000 riders per day in Oakland, California, hired Parsons Brinckerhoff to improve the system’s safety, reliability, cost-effectiveness, and customer satisfaction through better asset management practices. Although the agency has been maintaining its assets since the organization’s inception, it faces a significant challenge to optimizing its practices—with the need to incorporate industry standards into its existing plans and institutionalize the change associated with these improvements.

The approach includes the following activities: assessing current vehicle and facility maintenance practices; preparing fleet and facility maintenance plans with established asset policies, performance measures, and supportive processes; assessing the agency’s asset condition; prioritizing most critical repairs; conducting on-site training/mentoring to ensure that improved practices are institutionalized; and assessing existing asset management information systems.

The Parsons Brinckerhoff team approach focuses on strategies that provide the tools necessary for AC Transit to execute corrective actions and sustainable programs that can improve its state of good repair. Our approach provides not only short-term solutions (focusing on the most critical, immediate needs), but supports long-term planning and coordination among multiple functions within the organization. This approach includes evaluating, leveraging, and improving existing systems and processes, while also introducing and implementing industry best practices.

When it comes to infrastructure assets, owners and operators achieve the greatest return on investment by managing costs and risk across the entire life cycle of their assets. A recurring challenge is to bring a “total cost of ownership perspective” that addresses the relationship among design specifications, lifecycle performance, preservation and maintenance requirements, and operating costs. Where the challenge is met, there are significant opportunities to reduce risk, reduce cost, and improve customer experience.

PB integrates technical excellence, financial management, and business knowledge to provide the management strategies and tools to optimize the life and value of infrastructure assets. We work with clients to prepare asset management plans; develop asset management strategies; establish service level indicators; conduct life cycle asset valuation, performance modeling and cost analysis; conduct condition assessment and monitoring; design maintenance and repair strategies; advise on asset management information systems; and monetize assets. PB’s asset management methodology, Lifecycle ViewTM, integrates the customer, operational, maintenance, design, and construction perspectives to improve infrastructure performance.

Partnering with infrastructure owners and operators to provide end-to-end support to deliver effective asset management, our team links operational, financial and technical elements to minimize lifecycle costs, increase productivity, and meet service expectations. For the Ministry of Transportation of Ontario, PB assisted in the development of an asset management business framework to identify the most appropriate investments for the Province’s $27 billion highway system. PB also assisted the New South Wales Department of Housing in the development of a 15-year portfolio of assets and business case that resulted in $1 billion loan from the NSW Treasury and Cabinet to implement its maintenance program.
