Throughout the planning process, the PB team combined extensive community and stakeholder outreach with a systematic analysis of 10 geographic investment areas, addressing socioeconomic and environmental influences that inform patterns of urban growth and change. In addition, each property was examined for its ability to meet the community and city's needs. PB's public involvement effort included face-to-face interaction such as community forums, as well as telephone surveys and questionnaires. This enabled the team to learn which facilities, programs, and attributes were important to area residents.
