PB's effort on this extraordinarily fast-track project began with Fred Craig, Cincinnati Area Manager for the firm's U.S. infrastructure company. Craig's highway expertise was well established; in 1995, he authored a white paper that proposed improvements, which was followed by a major investment study managed by Susan Killen.
Under the direction of Dan Carrier, PB provided planning, design and construction/program management services to the city while developing a unique interactive design/constructibility process. Says Carrier, "Constructibility reviews were built in at the conceptual stage, allowing us to compress a 6- to 8-year project into just 34 months." Carrier credits Construction Manager Roy Mendelsohn with developing the winning procedural approach.
Finally, a financial group led by PB's Julie Mattlin supported the effort, orchestrating the resources from nine different funding agencies to ensure that the city met its financial obligations on 29 separate contracts.
