Multimillion-Dollar Management and Oversight
PB has provided executive-level program management support for the LAUSD's construction and modernization program. The firm was responsible for developing the program management structure, overseeing schedules and budgets and establishing procedures to maximize value for the $7.5 billion repair and modernization program. PB is also responsible for assisting the LAUSD in formulating and building the construction department for the $11.7 billion new school construction organization. The firms other responsibilities have included:

  • Construction engineering and inspection oversight;

  • Oversight of the 1,200-person Maintenance and Operations Department; and

  • Regularly briefing the Board of Education and the Citizens' Bond Oversight Committee on the program and status of projects.


  • Another significant challenge for PB was the training and management of 11 regional construction management teams that comprised the LAUSD's Existing Facilities Construction Department, which had more than 500 personnel. PB's organization and guidance enabled the New Schools Construction Program to complete more than $600 million of work through December 2004. The modernization portion of the LAUSD program also has seen remarkable progress—11,000 projects completed by the end of 2005, ranging from simple painting efforts to a $25 million high school renovation. At the end of 2005, the repair and modernization program had 1,447 projects valued at $725 million under construction. The change order rate in 2005 for the repair and modernization projects was 4%, compared with the industry standard of 10%. During PB's project management leadership, the project completion rate increased from $10 million per month to more than $50 million per month.
